Qualified expenses are listed in Internal Revenue Service Publication 502. They include costs such as:
- doctors’ fees
- dental and vision care
- prescription medicine
- out-of-pocket hospital services
- deductibles
- copayments and co-insurance
Note that health accounts include two exceptions to Publication 502:
- Premiums can be paid only with HRA funds – not with HSA or FSA funds
- Over-the-counter drugs can be paid with HSA, FSA and HRA funds
